TIR SYSTEM
TIR system is an international transit system for transportation of goods by road, based on the TIR Convention, which entered into force in 1975.

There are 68 Contracting Parties of the TIR Convention, and 58 of them are TIR operational.
The objectives of the TIR system are:
- Simplification and harmonization of customs procedures;
- Cost reduction;
- Faster flow at border crossings;
- Transport of goods under customs supervision.

The system works by transporting goods in sealed vehicles and containers, which are subject to control each two years by strictly prescribed regime (the control of vehicles is performed by the Customs Administration of Montenegro); the goods goes along with the TIR Carnet, as a proof of control measures implemented at the departure customs, while the protection of transit countries in terms of tariffs and duties in the course of time are guaranteed by an international guarantee chain. The authorized TIR Carnet issuers and the national guarantors are usually the economic chambers of member countries.
TIR Department within the Montenegrin Chamber of Economy began its work on January 15, 2008.

TIR SYSTEM ADVANTAGES
The advantages of the TIR system are:
- Reducing transport costs by reducing formalities and delays in transit,
- Facilitating movement in transit using standard regulations and documentation,
- The end result, stimulating the development of international trade,
- Delays and transport costs are reduced,
- Reduced the need for physical control of goods in transit.

TIR Carnet
What is the TIR Carnet?
TIR Carnet is an international transit document which enables with no additional procedures in the customs territory, under the TIR Convention, the carrier to do the transport services in the shortest period of time.
TIR Carnet, as one of the main pillars of the TIR system, based on the Convention is a type of insurance of goods in transit, and therefore the safest system in these terms.
TIR Carnet can have 4, 6, 14 and 20 volets.

The TIR Carnet Form consists of:

The cover page, front cover of the Carnet in unique yellow color;
Commodity (yellow) manifesto, which is not used for customs purposes;
Set of vouchers and control coupons in white and green colour;
Form for submitting the official report and the back cover of the Carnet in a unique yellow colour with the  identity card.
TIR Carnet is printed in French, with the exception of the front page that was printed in French and English and the cargo manifest which is in English.

ADMISSION OF CARRIERS INTO THE TIR SYSTEM
The companies that are interested for admission into the TIR system in the first phase, should submit the following documentation to the TIR Department of the Chamber of Economy of Montenegro:
- A certified copy of the decision on company registration (issued by the Commercial Court of Montenegro)
- Certified license or certificate of the license for international transport of goods (issued by the Transport Directorate of Montenegro)
- Balance sheet and income statement for 2009 and 2010
- Proof of knowledge of the TIR Convention / TIR procedures.

In the second phase, that is, after the submission of complete documentation, the Association will fill a form to obtaining the approval from the customs authorities and submit it to the Customs Administration of Montenegro. The customs authorities verify that the applicant has not committed any serious violation of customs or tax laws.
When the Customs Administration of Montenegro approves admission to the TIR system, the carrier must submit the entry guarantee in the amount of 5,000 USD in the form of a bank guarantee.
After that, the carrier should sign in the TIR Department the two copies of the Declaration on Engagement. One copy shall be kept with him and the other remains in the TIR Department in order to be kept in its TIR file. Also, the applicant receives a copy of the Manual for TIR Carnet holders together with the confirmation which he will sign stating that he receives and agrees to abide by the rules contained in it.
Documents in addition to the above carrier shall submit to the TIR Department are as follows:
- Application for admission of carriers in the TIR system (data on the transport company)
- Form about vehicles (specify the vehicles which will be used for the transportation of goods in the TIR system);
- Authorization for TIR Carnets (enter data on at least two people who will overtake / return the TIR Carnets to the TIR Department);
- Bank details (insert your bank’s details);
